Dear conference participants!
I welcome you in the capital of the Azerbaijan Republic and I wish fruitful work to the fifth conference of the council of leaders of security bodies and special services of the state participants of the Commonwealth of Independent states.
I am sure that Baku meeting of the leaders of the special services of the Commonwealth of Independent States will be a new stage in the process of cooperation of the Commonwealth of Independent States in the fight against organized crime which poses a real threat to the interests of our nations.
Transnational character of this crime stipulates the necessity of coordinating efforts of security bodies of the CIS for securing the progressive movement of our states on the way of democratic and economic reforms, the strengthening of state independence.
The interaction of special services realized both on bilateral and on multilateral basis is not end in itself, but serves for realization of concrete matters on guaranteeing of security and stability of the Commonwealth of Independent States. I hope that the fifth conference of the council of leaders of security bodies and special services of CIS will establish necessary conditions for large exchange of opinions on essential questions in the fight against organized crime, this will demonstrate the real opportunities of interaction in law-enforcement sphere, this will give extra impulse to the integration process in other spheres of cooperation. I wish you success in solution of these important matters.
