Dear Mr.Chairman!

Since the acceptance by the Security Council of the United Nations of resolutions 822 and 853 has passed already enough time. However until now there are no attributes of that the Republic of Armenia, a self-appointed management of the Armenians of the Mountainous Garabagh are going to carry out the decision of such highly respected international organization.

It is absolutely obviously that not only the Kelbeger and Aghdam regions which are occupied, burnt and robbed, however other Azerbaijani territories were abandoned. The aggressor boldly ignores the decisions of the Security Council of the United Nations and all norms of the international law. They continue to occupie and to burn the peaceful Azerbaijani villages in Fizuli district, to conduct the massed attack to Fizuli city, develop the attack inside of the territory in Jebrayil, Gubadli direction, try to capture the city Barda and other settlements.

The fact of the open aggression is so obviously, that it is unnecessary to mention any additional facts, I am sure you knew them from reports of the representative of the United Nations in Baku Mr.Mahmud Al-Said, who has paid a visit to Fizuli not long ago.

In connection with the statement, I ask you immediately to call the Security Council and at last the efficient, urgent measures must be taken in order to stop the aggressor, to cease the bloodshed, to defend a hundreds of unprotected peaceful inhabitants of the Republic of Azerbaijan.
